Human Services and Workforce Investment Act

Over the past decade, fundamental changes have occurred in the expectations and operations of human services programs. The program areas of human services now deliver more services than ever as they try to help clients maintain a safe and healthy living environment and attain self-sufficiency as quickly as possible. In order to accomplish their goals, agencies are trying to enroll clients quickly in the right combination of programs to address major problems that are preventing them from self-sufficiency. This means that agencies are increasingly using integrated eligibility determination and working with partners to deliver the needed services. Clients are also coming to expect not only more services from agencies, but also higher quality services delivered in a more consistent manner. In many instances agencies need to provide multiple channels for delivery of information and services to provide flexibility and convenience to clients.

The Workforce Investment Act (WIA) restructured and streamlined multiple workforce development funding streams and ensured that employment and training services will be available to the public in the most efficient manner possible. The coordination of the funding and services of federal, state, and workforce investment boards has required robust information tracking and management systems.

Integrated Service Delivery
The ability to deliver integrated services requires that information in different programs and systems be shared. In the current environment of many human services agencies, information systems are frequently specific to each program area. Developing interfaces between the systems can be difficult to accomplish, and even more difficult to maintain. Simple activities such as identifying the same client in separate systems are frequently difficult to automate without errors. Saber has worked with state agencies to develop a health and human services enterprise framework that allows information to be shared seamlessly between program areas. It also allows the business rules of each program area to be accessible to program staff. The system is designed to provide agencies with a platform to support all of their program areas and to reduce the cost of operating the programs.

Child Support
Saber is a leading systems integrator for the child support enforcement program and has been involved with the program since the late 1980s. We have helped many states establish their first statewide systems and we have been working on next generation systems. Our experience in this program area allows us to offer a full range of services that are focused not only on technology, but also on the program area. We are currently working with a number of states on critical projects involving their child support program.

Child Care
The Saber Child Care Management System (CCMS) is one of the nations leading subsidized child care systems. The system has an exceptional record of helping agencies achieve the full value of funding available from sources. It also offers a wide range of functional features that allow agencies to maximize the efficiency of their staff and services. Saber has been a leader in using technology to offer self-service functions to clients, providers and program staff. In addition to CCMS, Saber offers a full set of technology and consulting services for the child care program.

Child Welfare
The child welfare program is supported by a diverse group of organizations representing federal, state, and local agencies. The ability to coordinate and provide access to critical information to these organizations is a real challenge as states provide protective services for children and provide for their welfare. Saber has worked with several states to assist them with the development and maintenance of information systems that support the child welfare program. Our experience with leading technology and the program area position Saber to be a strong partner for agencies.

Welfare
Few programs have changed as dramatically as the public assistance programs with the transition from Aid to Families with Dependent Children (AFDC) to Temporary Assistance to Needy Families (TANF). States were given more latitude in how they designed and operated their family welfare programs and block grants provided a different set of funding rules for the assistance programs. Many of the welfare and eligibility systems were developed in the 1980s and underwent significant changes to support TANF as well as other legislation. The age of current systems and the need for integrated eligibility are forcing many states to implement newer systems. Saber has been working with states since the 1980s to develop and maintain their statewide eligibility systems.

Medicaid
Saber has been working with agencies to support and extend their Medicaid Management Information Systems for over a decade. With the implementation of the Medicaid Information Technology Architecture (MITA), CMS is pushing states toward providing a national framework that defines standards for system architecture. Saber is working with partners to help states successfully transition to the new architecture and implement certified systems.

Workforce
Under the Workforce Investment Act (WIA), the federal government, states, and local communities joined efforts to develop a system providing workers with job search assistance, training, and advice. Saber was one of the first companies to develop an integrated system to support the act and workforce programs. Our expertise helped us develop the eTEAMS case management system used by the U.S. Department of Labor, workforce investment boards and states to manage the complex funding streams and training services.
