South Carolina Awards Saber Corporation the Child Support Enforcement System and Family Court Case Management System Contract
State-of-the-art system to streamline child support services
Portland, OR - July 2007 – South Carolina has awarded Saber Corporation, the recognized leader in implementing and certifying Child Support Enforcement Systems, an $89.2 million contract for the South Carolina Child Support Enforcement System and Family Court Case Management System (CFS) (see www.procurement.sc.gov).
“Saber and all of its employees are honored and excited to have been awarded this significant contract,” said Mr. Nitin Khanna, Saber’s Chairman and CEO. “Through the CFS project, the State of South Carolina is taking an active step to provide the highest level of service to its citizens and Saber is committed to supporting the State’s vision to meet its goals on this project. This award recognizes Saber’s leadership in the child support program area, and allows us to execute on our mission to become the premier provider of software products and services that enable government to better serve citizens. It will be our privilege to put our passion to work for the citizens of South Carolina.”
As a result of this contract, Saber will work in partnership with the State of South Carolina to develop, implement and maintain a state-of-the-art, federally certified Child Support Enforcement System (CSES) that will provide comprehensive support to the operation of South Carolina’s Child Support Enforcement (CSE) program. In addition, Saber will provide similar services related to the State’s Family Court Case Management System (FCCMS).
The primary objective of the CFS project is to provide the Department of Social Services and Family Court with the automated tools to more effectively establish support obligations and enforce them to ensure that children receive the financial support they need, while also meeting all federal automated system mandates. CSES and FCCMS will be feature-rich applications that provide Family Court staff and Department of Social Services (DSS) staff with a broad set of tools to perform their jobs, eliminating duplicate data entry and automating paperwork tasks. CSES and FCCMS will support consistency of business practices and data, and will help Family Court staff and DSS staff prioritize their tasks, comply with policy timelines and apply federal and state standards. State Child Support Enforcement and Clerks’ of Court supervisors and managers will benefit from access to case status information and the data needed for planning, evaluating, and program administration. Ultimately, the CFS project is an opportunity to increase the overall performance of the child support program and to positively impact the lives of children in the state of South Carolina.
“We are eagerly looking forward to starting our partnership with Saber.” said Dr. Kathleen Hayes, State Director of the South Carolina Department of Social Services. “We feel that implementing CSES and FCCMS will improve the high-level of service that our Child Support Enforcement program already provides to the citizens of South Carolina.”
“The South Carolina Judicial Department and the Clerks of Court of South Carolina are committed to working with DSS to implement a top notch Child Support Enforcement and Family Court Case Management System for our state.” said the Honorable Jean H. Toal, Chief Justice of the Supreme Court of South Carolina.
As part of the CFS project, Saber will open a new national development center in Columbia, South Carolina. The center will be staffed by approximately 200 information technologists, many of whom will be recruited locally. This will be Saber’s third national development center in the United States and will be a leading edge facility that delivers enterprise solutions for state and local government.
