Frank Chechile, Chief Executive Officer
Mr. Chechile is Chief Executive Officer of Saber Government Solutions, focusing on accelerating growth and strengthening relationships with state and local government clients in the United States and internationally. Mr. Chechile is a seasoned, client-focused executive with 23 years of sales and delivery experience at EDS, overseeing important projects around the world, primarily in the communications industry. Most recently he served as enterprise client executive for EDS’ Vodafone account, playing a lead role in securing and starting up the large outsourcing contract as well as overseeing the business. From 2003 to 2006, he served as vice president responsible for leading the delivery of applications-related services to EDS’ Europe, Middle East and Africa (EMEA)-based and global clients. Mr. Chechile was client executive of EDS’ Telecom New Zealand account from 2000 to 2003, where he led the EDS pursuit team that designed the outsourcing solution for applications services, and subsequently became the account’s first service delivery leader. Mr. Chechile received his master of communication and information studies from Rutgers, the State University of New Jersey, and a bachelor of science degree in mathematics with a concentration in computer science from Fairfield University. He completed the London Business School Executive Development Programme and is a graduate of the EDS Systems Engineer Development program.
Mike Freese, Chief Operating Officer
Mr. Freese has more than two decades of innovative leadership and consulting experience in the public, private and not-for-profit sectors, helping public service organizations achieve their business goals with effective technology solutions. As an early driver of Internet-based technologies in state government, Mr. Freese led development and deployment of many of the State of Oregon’s first public-facing web applications. As Oregon’s State Printer, he led the integration and transformation of the state’s printing and mail-processing functions, using technology to streamline processes and produce millions of dollars in annual savings. The resulting fully-consolidated operation, the first of its kind in the nation, became the award-winning example which other states subsequently followed. As Oregon’s Deputy State CIO, Mr. Freese managed the state’s central IT operations, and had responsibility for execution of enterprise programs and oversight of strategic agency IT initiatives. Mr. Freese joined Saber in 2005 as the Vice President of Operations, playing a key role in Saber’s subsequent rapid growth, and later managing nationwide delivery of Retirement solutions. As Chief Operating Officer, Mr. Freese now has responsibility for delivery of solutions in all markets.
David McCrary, Chief Financial Officer
David joined EDS in 1997 as a member of the Treasury department where he held several broad-based finance positions including director of corporate finance, manager of customer finance and senior treasury specialist. Most recently, he was a director in the Corporate Development group working on corporate mergers and acquisitions. David began his career with SunTrust Banks, Inc. in Orlando, Florida. David has a master of business administration degree from Emory University in Atlanta and a bachelor of science degree from the University of Florida. In his spare time, he is the committee chairman for Boy Scouts of America – Pack 79 and a ministries leader at Grace Community Church in Plano, Texas.
Jay Zollinger, General Counsel and Chief Administrative Officer
Mr. Zollinger is ultimately responsible for Saber’s legal and administrative affairs. Among other things, he manages the company’s legal department and oversees the company’s HR practices. He works closely with Saber’s clients, partners, vendors, and employees to structure the company’s contractual relationships in a way that protects Saber’s interests while establishing relationships that benefit both Saber and the other the parties with which it does business. Before joining Saber, Mr. Zollinger was a partner at Perkins Coie, LLP. Mr. Zollinger holds a Juris Doctor degree from Boalt Hall School of Law at the University of California at Berkley, a Master of Arts degree from the University of Utah, and a Bachelor of Arts degree from Boston University. Mr. Zollinger is involved in a variety of community service and other charitable activities.
Will Helmlinger, Vice President of Human Resources
Mr. Helmlinger is an expert at hiring, developing and retaining top talent. At Saber he has initiated a highly successful and growing Mentor Program and is actively involved in Leadership Development for Saber. He oversees the entire HR operations for Saber Government Solutions, and EDS Company. He uses proven and validated assessment tools designed to improve the selection process and positively impact leadership development, employee growth, and retention. He has over 20 years of operational and HR experience. Previously, he co-founded a consulting business, worked for R & B Realty Group, as their Human Resources Manager. He also worked in the Executive Recruitment Department at Union Bank as their Technical Recruitment Manager. Mr. Helmlinger received his Master's degree in Business Management from the University of LaVerne and Bachelor's degree in German at the University of Central Missouri. He volunteers with Youth for Understanding Student Exchange Program and is a Certified Professional Behavior and Values Analyst. He is an accomplished author and has been quoted in leading publications worldwide.
John Bastin, Senior Vice President
Mr. Bastin possesses more than 15 years of diversified experience in the sales, delivery, and management of information technology projects to the public sector. Beginning his career in delivery, Mr. Bastin’s comprehensive knowledge of system development and project management methodologies allow him to excel in building industry practices, growing and maintaining client relationships, establishing business partnerships, and capturing business opportunities. Mr. Bastin is an integral addition to the Saber team and has been directly responsible for winning over a dozen large state engagements. His primary responsibility at Saber is to oversee sales, business development, and government relation activities across the United States. He holds a Bachelor of Arts degree in Marketing and a minor in Management Information Systems from Western Connecticut State University.
